The first thing to do is blot the stain out from the outside in. Imagine you're squeegeeing a glass table and trying to heap the water in the middle of the glass. That's how to imagine blotting the stain...press the moisture toward the center of the stain like you're trying to pop a water balloon.

Use an Acid to Neutralize the Nasty Alkaline Salts in Urine
The pee smell from pets is ammonia, basically. Very alkaline and salty, especially from pets. It's what hits your nose hardest when you walk into a room and are greeted by pet odor.
To prevent that smell from taking hold, we need to use a mild acid to neutralize the alkaline parts of the urine (yay, chemistry!)
An acid like distilled white vinegar diluted with water will do fine. Don't use a strong acid. It's not necessary for pet stains on your carpet. We need the acid to be strong enough to clean, but not so strong as to damage your carpet.
10 on the Ph scale is the maximum you'd want to use, and 8 or 9 is good enough for urine. Always spot test your cleaner on a hidden spot before treating the visible area.
Also, enzymatic cleaners can do a great job at neutralizing the smell and are applied the same way.
Next, Apply Your Chemical, and Remove the Stain
After blotting the urine away, spray the stained area with your cleaner. Spray enough to wet it but not soak it.
Let it sit and work for about 15 minutes.
Come back and blot it again until it's as dry as you can get it.
Repeat as necessary.
